Provides engineering support for and manages capital and major maintenance projects, and provides engineering support to operations and maintenance personnel.

Essential duties and responsibilities:
Prepares scope of work for capital projects.
Prepares Engineering, Procurement, and Construction (EPC) estimates for capital projects.
Prepares project progress reports based on earned value.
Prepares Request for Quotation (RFQ) for engineering services, materials and equipment, and construction services for capital projects.
Prepare detailed cost reports including budget, forecast, and cash flow for capital projects.
Prepare detailed Level 3 man loaded schedule for capital projects using critical path method.
Coordinates design and construction activities with operations, field personnel, procurement, engineering, and construction contractors and manages projects to ensure on budget and on schedule completion.
Manage engineering and construction contractors.
Review engineering packages for quality and accuracy.
Reviews and coordinates operational & maintenance plans for pipeline projects and implements with field personnel.
Reviews, selects and develops application of equipment and instrumentation used for petroleum products handling, volume measurement, temperature, pressure, density, vibration and other properties.
Evaluates and recommends new technologies for potential application.
Provides support to field maintenance technicians and operations staff.
Develops and / or maintains Company technical standards, handbooks, and design criteria.
Ensures compliance with regulatory requirements and industry standards for new construction and maintenance activities.
Manages multiple projects concurrently.
Appropriately communicates with his/her manager on status and developments of projects assigned and / or in progress.
Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.
Bachelors Degree in Mechanical, Electrical, Chemical or Civil Engineering
Experience / Specific Knowledge:
A minimum of five to ten years practical engineering experience, (with experience in pipeline/petroleum terminals/utility field(s) a plus).
Working knowledge of hydraulics for petroleum pipeline systems is preferred; such as pressure relief systems, pipeline surge analysis, hydraulic profiles, Maximum Operating Pressures (MOP), Maximum Control Pressures (MCP), and specifying equipment.
Understanding of and ability to apply basic engineering principles.
Project management experience significant in size and/or complex in nature.
Knowledge of applicable regulations such as DOT and various state codes and standards.
Familiar with NEC, ASME, API and ASTM specifications.
Certification, licenses, registrations:
Professional Engineering License is preferred
A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

Exposure to smells and fumes associated with refined petroleum products.
Individual will be required to carry a pager and must be willing and able to support operations 24 hour per day in case of emergencies.
Extended periods of sitting may be required for administrative activities.
Must be willing and able to travel at least 15% of the time throughout Washington, Oregon, California, Nevada, Arizona, New Mexico and Texas to perform job duties.
Work in remote areas is often performed alone and without direct supervision; judgment is required when consultation with supervisor is not possible. Must be able to schedule and monitor own work.
Able and willing to work overtime, as needed.
Technical work direction and oversight of staff and contractors.
Preferred education, experience, certifications, competencies, skills, and abilities:
Above the minimum requirement; not required but advantageous in this position:
Hydraulics experience desired.
Basic knowledge of cathodic protection, welding procedures, and engineering steel structures.
Knowledge of piping, valves and pressures.
Previous experience in field operations is desirable.
Knowledge of pipeline operations.
Experience with storage tank operations, including inspections, alarms and sampling.
Experience with light maintenance (mechanical, electric, electronic).
