The Northwest Region Program Management Office, located in Shoreline, is in search of an experienced project management professional who has an aptitude for inspiring others. Project Management & Project Controls is an essential part of project delivery at WSDOT. This position is the primary source of training and mentoring of region staff on the use of project management tools. This position will set policy and practices for consistent scheduling and project management across the region and develop reports and performance measures for driving and measuring performance of project delivery. We need a Project Control Specialist/Engineer at this level to be a fully qualified professional with solid experience, enthusiastic to work in highly flexible, team-oriented environment and who has exceptional communication, training, analytical and leadership skills.
This position works with Headquarters, project offices and region specialty groups to adapt project management systems on capital improvement and preservation projects. This position is critical for the advancement of Project Management and sustainability of the Project Management & Reporting System in the Northwest Region. The ideal candidate will be able to function independently and within a team; operate under potentially stressful situations, and work effectively in a fast-paced office environment. A strong attention to detail, ability to work well with others, and diverse communication skills will be key in the functions of this position. The candidate will also need to have a wide array of practical experience in Lean methodology and proven past successes in project management, adult education training and organizational change.

This position will perform the following work:
Provide administration, training, and support for Primavera Project Professional (P6 16.2) schedule program, Oracle Unifier/Contract Manager construction program and Microsoft SharePoint.
Create and conduct technical training for staff to maintain skill set in project management, and construction project controls
Provide support to users in best practices for schedule, budget, document and contract management.
Provide project office and support staff guidance regarding WSDOT project management standards and processes.
Maintain regional project best practice documents and training courses.
Research, evaluate and make recommendations regarding system configuration of WSDOT project management tools.
Evaluate and assess project management training needs for capital improvement and preservation staff.
Using technical concepts and general project management tools and techniques to effectively coordinate project control activities and solve complex problems
Conduct business analysis of organizational workflows and processes by defining needs and recommending solutions that deliver value to stakeholders.
Lead staff qualified to assess the impact(s) of design/construction changes and schedule slippages.
An ideal candidate will have the following:
5 or more years of experience in project management and/or project controls
Expert knowledge of Oracle Primavera Project Professional (P6, version 5.0 or higher
Experience building and updating critical path schedules
Experience providing classroom training
Advance degree in Project Management and/or certification as a Project Management Professional (PMP) by the Project Management Institute; or the ability to obtain PMP certification within 12 months of hire.
Knowledge of project management and control business processes for the delivery of capital construction projects.
Knowledge of contract management and construction office business functions.
Knowledge of concepts involved in enterprise content management and current electronic document programs
Experience leading and managing diverse teams
Experience with Lean Six Sigma continuous improvement practices
