The Supervision, Regulation and Credit (SRC) department of the Federal Reserve Bank of Philadelphia promotes a safe and sound, competitive banking system; provides collaborative oversight of institutional and industry activities; and provides consistent, fair, and timely supervision through building of knowledge, integrated processes, and value added risk-focused supervisory practices. The Supervision Team Site Support Office (STSSO) Unit, within SRC, which provides services regarding team sites utilized by the S&R community; are recruiting for a Project Manager.
An ideal candidate for the project manager position must have knowledge of, be able to perform actions that are related to activities in the designated business line. Oversees efforts of one or more information technology projects of a highly complex nature. Defines scope, duration, and project costs. Provides comprehensive plans to management for solutions to highly complex technical and business problems. Works with management to assemble project teams, assign individual responsibilities, and identify appropriate resource needs. Develops schedules to ensure timely completion of projects, meets deadlines of projects, and reports overall project progress to management, sponsors, and stakeholders. Performs analyses supporting department, Bank, and/or System objectives. Mentors less experienced staff with project management expertise. Serves as a project management consultant for other projects within the unit. Leads or actively participates on related System projects or task forces.
Principal Duties and Responsibilities:
Integrates multiple software project schedules into the overall integrated master plan, as appropriate. Coordinates with the program manager, project architect, and other stakeholders as necessary. Creates and reviews scopes of work for various software projects. Creates work plans which identify and sequence the activities, resources, and skillsets needed to successfully complete projects. Looks for alternatives that can drive early and continuous deliverables. Reviews the project schedule with management and all stakeholders who will be affected by the project activities; revises the projected schedule as required. Identifies, analyzes, and manages risks.
Ensures that team members stay on task through regular verbal and written communications. Reviews project status and estimates on a regular basis; validates and adjusts estimates as necessary and communicates any changes to the project cost estimator. Monitors all budgeted project expenditures, guards against scope creep and works closely with team members on change management. Ensures changes are documented, assessed for cost and benefits, clearly communicated, and approved by both internal and external stakeholders.
Ensure that all software tasks, commitments, and timelines are understood by the project team and stakeholders. Generates regular reports on the project for internal and external stakeholders and leadership. Communicates with internal and external stakeholders regularly. Set expectations for team members and holds them accountable for assignments. Foster a collaborative work environment among internal and external stakeholders.
Reviews and monitors project metrics. Ensures that the project deliverables are on time, within budget and at the required level of quality. Measures project performance using appropriate tools / techniques to monitor progress, identify and quantify variance, and perform required corrective actions, ensuring processes are sustainable.
Regularly works with internal and external stakeholders to assess what was done well and what might be improved. Creates and communicates action plans to address areas to be improved and ensures they are implemented. Creates post project reports for each and every project to identify what was done well and areas of improvement for future efforts.
Assists Program Manager with strategizing, developing project metrics, and process improvement. Takes the lead in putting process improvements into practice.
Participates on Bank, department, or system projects of moderate to high complexity. Demonstrates effective SRC Core Competency skills for grade and position. Performs other related duties as assigned. Actively involved in the accomplishment of departmental and Bank-wide quality initiatives. Complies with all applicable information security policies, guidelines, and practices.
Subject to minimal to no oversight in work performed; uses skills of influence to accomplish stated goals; draws on experience to resolve moderately complex to complex issues; serves as mentor and/or coach and provides constructive feedback to less experienced staff; engages other stakeholders in collecting feedback and input to complete work activities.
Education and Experience A bachelors degree with a concentration in Information Technology or MIS or equivalent significant experience in information technology and information technology project management is required.
Over eight years of experience in information technology, with over three years of project management experience, is required.
Experience with system development life cycle methodology for applications development is required.
Experience in performing in-depth research and analysis is required; working with project team developers and analysts is required.
Experience with Project Management Body of Knowledge (PMBOK) project management methods is required.
Project Management Professional (PMP) credential is required.
Understanding of continuous improvement methods such as CMM (Capability Maturity Model), CMMI (Capability Maturity Model Integrated), or Six Sigma, and gathering user requirements is preferred.
Strong knowledge of various development techniques such as waterfall, agile, RAD, etc. Experience with agile software development is required. Project Management Agile Certified Practitioner (PMI-ACP) or Certified ScrumMaster (CSM) credentials are preferred.
Experience with project estimation, budgeting, and scheduling is preferred.

Identifies and assesses complex supervisory issues; effectively manages complex issues in order to meet objectives and goals, with a demonstrated ability to handle multiple concurrent assignments; with a willingness to dive into software environments and technical support issues.
