RMGS requires a full-time Mexican Based Program Manager to lead the PMO as referenced in this SOW. The Program Manager serves as the RMGS primary manager and Point of Contact for all matters related to this RFQ, including logistics, implementation, personnel, and finances. RMGS shall draft the formal documents for position description, duties and responsibilities document, required and desired qualifications. RMGS will follow all established hiring policies and procedures for the position.
The PM shall have sufficient corporate authority to direct, execute, and control all elements of this contract. The PM shall represent RMGS as a point-of-contact for the CO and COR to help resolve contractual and programmatic issues and perform other functions that may arise relating to the BPA and subsequent Task Orders issued under their respective BPA.
Because the Program Manager likely shall become party to law-enforcement-privileged and Department of State information during the course of supporting the Contingent, an MRPT clearance is required.
The minimum qualifications of the Mexico based Program Manager are:
Â· Project Management Professional Certified (PMP)
Â· Two (2) years of experience working overseas or in a remote or difficult environment, preferably in Mexico.
Â· At a minimum, 3/3 Spanish Language
Â· Excellent communications skills and experience working with communication technologies.
Â· Bachelor's degree from an accredited college or university.
Â· Two (2) years of experience in a supervisory capacity, including knowledge and application of human resource methodologies.
Â· Three (3) years experience managing and coordinating an overseas program of a similar size and scope, including involvement in handling financial matters of the program.
Duties and Responsibilities
The duties and responsibilities of the Mexico based Program Manager shall include, but not limited to:
Â· Provide oversight, monitoring, and management of contract implementation and logistics. S/He shall be located in Mexico, at the primary office located of the Contractor, and the position may be required to undertake travel to deliver supplies to personnel serving in outlying posts.
Â· Build a relationship with, promotes coordination, and facilitate communication with the CO, COR, INL, Department of State, Instructors, and Contractor personnel regarding the contract and its implementation to help minimize confusion, duplication of effort, and generally work to enhance mission success, overall and in specific facets.
Â· Maintain regular and fulsome communications and coordination with the INL Mexico City, the Contracting Officer, and the COR.
Â· Oversee and facilitate timely recruitment, processing, and deployment for candidates under subsequent Task Orders.
Â· Oversee and facilitate timely ongoing support for the Mexico Based Project Manager and making adjustments to implementation and logistics as necessary to ensure that support.
Â· Maintain strict accountability and timely processing of all implementation and financial actions, and ensure that all deliverables and reporting are sent to the Contracting Officer, the COR, and INL Mexico City in a timely manner.
Â· Provide all reporting information required under the BPA accurately, thoroughly and timely
