This recruitment will establish an open eligible list. This list will be used to fill current and future Project/Program Manager positions, with this specialty. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.
ORANGE COUNTY INFORMATION TECHNOLOGY The Orange County Information Technology (OCIT) provides innovative IT solutions across County departments and agencies for voice communications, network and Internet access, data center services, applications development and more. OCIT strives to meet industry best-practices while providing quality business solutions to our customers. Key areas of focus for the department include implementation of a converged voice and data network, further implementation of Shared Services model and the establishment of enterprise collaboration tools within the County.
THE OPPORTUNITY The IT Project/Program Manager for OCIT will be responsible for the following:
Leading and/or performing advanced professional duties pertaining to the management of large, complex IT initiatives to meet customer business objectives and requirements.
Developing countywide IT strategic programs and associated governance, projects and budgets
Conducting lessons learned activities throughout the project, at the end of each iteration, if applicable, and at the end of the project
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The successful candidate will have seven (7) years of experience serving as a project/program manager, which consists of multiple IT disciplines and related projects, including application development, infrastructure and system implementation; to be certified as a Project Management Professional (PMP) and demonstrating the following competencies:
Information Technology Project Management
Experience working with multiple Information Technology (IT) disciplines and types of projects, including application development, infrastructure, and system implementation
Performing cost management planning such as cost estimating and cost budgeting
Performing scope management, including scope verification and scope change control
Performing time management planning such as activity definition, activity sequencing, activity duration estimating, and schedule development
Ability to develop a quality management plan in order to ensure that the project will satisfy the needs for which it was undertaken
Ability to drive strategic business and technical decisions and investments by leveraging in-depth knowledge of a technology or product
Ability to understand customer business goals and recommend IT solutions in support of these
Building partnerships through consensus, collaboration and teamwork
Measuring project performance regularly to identify variances from the plan and monitoring project progress and report to key stakeholders
Working with customers and resource managers on organizational planning, staff acquisition, and team development
Providing direction, coordinate, and collaborating with other departments' IT managers and staff to complete project deliverables
Guiding, advising, training and coaching on project management
Delivering oral presentations to both technical and non-technical audiences
Working with business stakeholders and technical teams to formulate and shape the project
Obtaining project approval and securing executive sponsorship and funding for the project; working with customers and resource managers to secure project resources
Working with senior and executive management to set the overall strategy, objectives for the program and providing business and technical recommendations
Planning and Organization
Performing resource planning and work assignments in order to make the most effective use of the people involved with the project
Monitoring project schedule and make adjustments to the schedule as appropriate to ensure timely completion of the project
Monitoring project cost and make adjustments as appropriate to ensure the project is completed within the approved budget
Managing project resources to ensure project tasks are completed on schedule and within budget
Problem Solving and Analysis
Incorporating educated risk management and mitigation strategies into planning
Developing a risk and issue management plan in order to identify, analyze, and respond to project risks and issues
Performing pre-project support, including conducting customer visits, reviewing requirements and estimates, and facilitating buy-vs-build analysis
Performing integration and coordination activities in order to ensure that the various elements of the project are properly coordinated
Organizing and coordinating with business stakeholders and technical teams to conduct feasibility analysis in order to fully develop the business case and justification to do the project
RECRUITMENT PROCESS Human Resource Services screens all application materials for minimum and desirable qualifications. After screening, candidates who meet the minimum and desirable qualifications will be referred to the next step in the recruitment process. All candidates will be notified via email of their status in the process.
Oral Interview (Weighted 100%) Candidates will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.
Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
