To be fully engaged in providing Quality/No Harm, Customer Experiences, and Stewardship by managing the organization's Integrated Delivery Network (IDN) Program Management Office (PMO) and leading Health First’s adoption and implementation of Systems Integration practices based on the Capability Maturity Model Integrated (CMMI) framework. The PMO System Director will be accountable to provide leadership, management and oversight of the project management practices and standards utilized throughout the Health First IDN. As the organization's System Director of the PMO, this position will be responsible for the overall IDN direction of all Health First PMOs and project managers, providing services to the organization’s portfolio of projects such as guidelines, planning, scheduling, estimating, budgeting, costing, risk assessment.
This position will facilitate enterprise-wide project and program prioritization aligned with corporate strategy through cross departmental collaboration.
The PMO System Director will be responsible for execution of the IDN roadmap towards the implementation of standardized Program Management framework, processes and procedures using CMMI as the foundational model. This will include a federated PMO structure with multiple Directors reporting to this role.
The PMO System Director is responsible for coaching, and mentoring staff associates, utilizing strengths and assuring the team’s productivity and quality against industry norms and objectives as set by the industry practices, including the various areas of information technology, construction, facilities improvement, process improvement and other areas as deemed appropriate.
Develop and implement policies and procedures to support the institutionalization of the CMMI and Project Management Methodology practices and tools. Provide centralized services such as planning; scheduling, estimating; costing; project accounting; risk assessment; requirements/needs analysis and related processes
Proactively lead PMO delivery and approvals for multiple concurrent Project Managers and federated PMOs, tracking completion of action items, resolving issues, mitigating risk while monitoring financial performance of projects.
Partner with the leadership team to secure required resource assignments to project tasks.
Ensure PMO negotiates across multiple functions to resolve project conflicts and competing priorities.
Communicate as required to meet PMO objectives and goals.
Continuously assess PMO based on key metrics to achieving goals.
Ensure best practices and project management tools & processes are applied to address unique situations.
Influence executive leadership within the business areas to create and maintain alignment around the PMO business objectives, measurable benefits, success criteria, scope, and constraints impacting PMO delivery.
Review internal project management processes, make recommendations for process changes, communicate changes with senior leadership and implement appropriate processes.
Establish and maintain a repository of lessons learned, in accordance with CMMI (Capability Maturity Model and Integration) & Integration Sciences processes and procedures. Develop best practices for resource analysis and deployment. Build business processes to establish and track resource utilization trends in alignment with portfolio objectives.
Provide leadership in the development of the processes supporting the preparation, review, approval, and tracking of the required business case for each project.
Ensure completion of project "health-checks" (risk assessments). Ensure staff show continuous engagement throughout project lifecycle to ensure risk areas are managed & improved accordingly.
Establish and measure against CMMI process area metrics, and modify deployment plans to ensure a successful and self-sustaining adoption of identified practices
Exhibit clear, sound and accurate judgment in making decisions. Display willingness to make decisions in a timely manner, include appropriate people in decision-making process, and be able to explain reasoning for supported decisions of the team to Senior Leadership.
Provide leadership for managers of strategic initiatives as assigned by Senior Leadership. Oversee the development of plans, coordination of various projects, communicating changes to leadership, ensuring completion of projects and programs on time and on budget, and managing team activities.
Participates in Health First approved educational programs and activities related to the organizational mission to keep abreast of current trends, best practices, and new developments in healthcare, including information technology, construction and any other applicable area as they relate to specific job responsibilities.
Oversee delivery of monthly project status, pipeline, and forecast report package to senior level staff. Ensure reporting in portfolio management software is utilized appropriately and provides appropriate information to the management team of Health First.
Evaluate and approve the design and implementation of processes to improve project flow and delivery time.
Provide leadership & guidance to all project managers within Health First on Project Management competencies throughout the life cycle. Develop and support an educational program available to project managers throughout Health First. Improve existing project management forums to improve Project Management competencies.
Provide leadership & guidance to management team members across the organization as it relates to projects, regardless of the nature of the project.
Seek out and provide education and support to management team members regarding project management, project development, the project lifecycle, project tools and other project related opportunities.
Prioritize initiatives and/or ensure consistency with corporate strategies. Analyze portfolio and make recommendations to Senior Level staff regarding program and project viability in relation to Health First’s corporate objectives.
Manage competing demands for assigned team. Adapt to changes in the Health First environment as necessary. Clearly prioritize and plan work activities, use time and resources efficiently, plan for additional resources as necessary, integrate changes to the team smoothly and set goals and objectives for the team.
Be responsible for planning capital and operational budgets, monitor and track budget throughout the year, adjust expenditures as necessary, and work within approved annual budget.
On a regular basis and in conjunction with leadership, determine projects, milestones, and goals for the Program Management Office and System Integration team. Maintain Departmental Plan for current and future departmental development - including specific objectives, milestones, and goals.
On an annual basis and in conjunction with the Hospital Presidents/Vice Presidents/COO's, determine systemwide projects, milestones and goals for the team.
Identify opportunities with assigned team members in a timely manner, lead team to skillfully investigate and analyze information, develop alternatives solutions to problems and resolve issues in the early stage. Promote teamwork when the resolution of problems involves interdisciplinary teams. Provide coaching and consulting support for staff.
Provide performance coaching to assigned associates by defining responsibilities and expectations, setting individual goals and objectives, giving performance feedback, recognizing contributions, and encouraging training and development, meeting with staff regularly.
Staff team appropriately by utilizing recruitment sources, exhibiting sound interviewing skills, presenting a positive and realistic view of Health First, analyzing and forecasting staffing needs and making quality hiring decisions.

Bachelor's degree in project management, health information systems management, business administration, computer information systems or a related field with five or more years of management experience.
Professional designation / certification in project management preferred (PMP Project Management Professional from PMI) or equivalent proven in depth knowledge of CMMI and Project Management
Ten progressive years in relevant project management environment. Upper level management experience may be substituted for five years in project management.
Demonstrates experience (7-10+ years) of increasing leadership responsibilities
Minimum of 10 years previous experience as a project or program manager with a proven delivery record of high profile projects.
