Performs advanced right of way portfolio project management and oversight of Right of Way (ROW) projects in support of transportation projects. Work involves establishing the strategic right of way portfolio plan; coordinating the planning and initiation of a portfolio of right of way projects at various levels of completion; monitoring the progress, budgets, and schedules of portfolios; and communicating with portfolio and project stakeholders, management, and other relevant parties. Reports to the Deputy Director, Right of Way Division. Supervises right of way project delivery personnel in multiple work locations across Texas. Requires superior customer service skills and extensive contact with governmental agencies, district partners, engineering staff, consultants and private entities. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.
Directs local public agency contractual agreements and other agreements to contribute funds; monitors collections for such contractual agreements.
Directs relocation assistance activities for project delivery including computing replacement housing supplements, calculating moving expenses and associated activities.
Directs the acquisition and condemnation process for project delivery including offers, processing of administrative settlements, and negotiating and closing parcels by deed.
Directs the appraisal process for project delivery including site inspections, collection of valuation data, independent fee appraisers, appraisal reviews, and trial settlement recommendations.
Directs the statewide right of way acquisition portfolio.
Implements policy and procedures for ROW project delivery activities.
Responsible for the ROW project priorities and health of right of way project portfolio.
Supervises project delivery personnel and manages consultants and resources in multiple locations.

This job requires the following:
7 years Real Estate Management, Right of Way, or Project Management
Related graduate level education may be substituted for experience on a year per year basis.
Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
